May 10, 2007 - ANALYSIS * It is clear that both of the negotiation teams have specific topics that they want the negotiation discussion to address, and they are forcing their discussion of these issues to fit the agreed-upon BMS process. * There is way too much time spent discussing the negotiation process, and not nearly enough time spent on the substance of the debate. * The discussion seems amateurish, with little evidence of strategy or detailed analysis on either side of the table. |
